（中央社記者田裕斌台北28日電）彩券人人都想中獎，但卻有彩迷中了獎忘記領，根據台灣彩券統計，去年共有高達新台幣10億元的獎金沒人領走，其中大樂透有約4億元的獎金充公最多。
台彩統計，去年包括電腦型彩券及刮刮樂逾期未領獎金共約10.43億元，這筆未領獎金將充公，其中刮刮樂由於可以即時兌獎，未領獎金約3億元，大樂透則有約4億元的獎金沒人領，占比高達38.33%。
其中，超過500萬元的高額獎金去年就有多筆未領，光是頭獎800萬元的今彩539就有9個中獎人有中頭獎的幸運，卻忘記把這筆財富領走，威力彩也有1筆5600萬元的二獎逾期未領，讓眾多未中獎的彩迷氣得跺腳。
事實上，過去2年都有很多幸運中獎人忘了把獎金領走，以2016年為例，逾期未領獎金也有9.3億元，且威力彩、大樂透、今彩539都有，其中不乏頭彩、二獎或加碼獎，都有迷糊的彩迷。
台彩表示，依照過去經驗，彩迷往往把彩券放在衣櫃、書桌或夾在書本中，由於電腦型彩券有3個月的兌獎期限，若中獎人未能及時兌獎，獎金將充公，提醒中獎人及早兌獎才不會與財神爺擦身而過。
此外，由於即將進入農曆春節的彩券旺季，如果中得2000元以上法人、外國人或居住未滿183天的華僑，依規定需在中國信託商銀及指定的營業單位兌獎，彩迷記得保障自己的權益。

姚松炎答覆：他在宣誓時是忠實地和真誠地擁護《基本法》。
選舉主任問題二：姚松炎在被法庭判決宣誓無效後，曾在不同場合批評有關《基本法》第104條的人大釋法。請問：（a）姚現在是否接納原訟法庭的理由？（b）姚現在是否接納人大常委有關《基本法》第104條的解釋？
姚松炎答覆：高等法院原訟法庭和上訴庭均已承認人大常委會就《基本法》第104條的解釋具有約束力，而各級法院的裁決對所有當事人，均具有約束力。他決定不上訴時，已代表他接納原訟法庭的判決。
選舉主任問題三：就着在2017年12月10日舉行的九龍西初選論壇，當姚在提問環節中被問及「自己屬民主回歸派、自決派、還是支持港獨？如何團結民主派光譜？」時，他的回答是「香港作為高度自治的城市，以城市本位維持與世界聯繫，將是最大效益、符合港人更多自主命運的安排，這出路才能團結最大光環。」選舉主任問姚﹕「符合港人自主命運的安排」這句話的意思是甚麼？

選舉主任問題四：根據報章報道你曾於2017年1月7日出席台灣政黨「時代力量」所舉行的「時代眾志．自決力量：2017台港新生代議員論壇」，交流港台民主發展進程。要求姚告知：（a）「時代力量」主張推動台灣的國家地位正常化，在姚出席該論壇時，他是否知道這一主張？他當時或現在對此主張的理解是甚麼？姚當時及現時是否認同此主張？
姚松炎答覆 ：當日論壇主題是交流兩地議會工作，他只是應邀出席分享，當時至現在並沒有研究亦不熟悉「時代力量」的政策主張。姚強調有自己的政治主張，出席論壇毋須考慮或判斷個別組織的主張。
選舉主任續問：「時代力量」在其網頁內列出他們追求的台灣，每個人都應享有「參與政治、自主決定的權利」。姚認為「自主決定的權利」是指甚麼？他曾否或會不會擁護「時代力量」所主張的「自主決定的權利」在香港特別行政區實現？
姚松炎答覆：他至今並沒有研究「時代力量」的政治主張，亦不了解來函從「時代力量」所抽出引述的其中一句意旨為何。姚重申不贊成港獨，並堅決擁護每個香港人享有《基本法》所列明和保障的公民權利。
